The Federal Ministry of Environment in

collaboration with the United Nations

Development Programme (UNDP) is presently

executing a Project on Mainstreaming Sound

Management of Chemicals into MDG Based

Development Plans and Policies.

The sound management of chemicals (SMC) in

Nigeria is essential for achieving sustainable

development, including the eradication of

poverty and disease, the improvement of human

health and the environment and the elevation of

standard of living. The overall Project objective

is to impact the average Nigerian involved in

various aspects of the chemical life-cycle; while

bringing coherence and synergy into the Nigerian

chemicals management infrastructure with the

integration of chemicals safety into national

development projects and programmes targeted

at poverty reduction and sustainable

development.

Currently, the Project is at the stage of

developing a national situation report on sound

management of chemicals as an important step to

identifying a baseline of capacity for SMC. The

report into be developed as part of a process that

identifies gaps, needs and opportunities, sequel

to which priority-setting exercise and ultimately,

integration within national development policies

and plans would be accomplished. The national

situation report would function as an awareness-

raising tool needed to familiarize government

decision-makers and stakeholders with the

strengths, weaknesses and overall capacity for

SMC within the Country, as well as identifying

what most pressingly needs to be addressed.

To this end, the service of an International

Consultant (SMC Expert) is required as specified

below:

Responsibilities

To provide technical guidance to the National

SMC team on international practices on sound

management of chemicals.

Establish a monitoring system for implemented

actions to determine their relative success and

cost-effectiveness.

Support country's request and facilitate

regional and sub-regional discussions and

interactions.

Assist in preparation for relevant multilateral

events and processes.

Qualifications and skills required

The following lists specific expertise and

experience that the consultant should possess:

Advanced degree in environment, economics,

development or a closely related field.

Al least 10 yrs of work experience, preferably

including support to government through

policy and strategic in Interventions.

Demonstrated in-depth knowledge of climate

change adaptation and development

Technical knowledge of the implications of

climate change on development, finance,

environment and other relevant fields is

critical.
